System Notes
Note: While the system is Phase 2 capable, all talkgroups are currently only using Phase 1. You do NOT need a Phase 2 capable scanner.
P25 system operated by the Stone Mountain Memorial Association (SMMA), a self-supporting state authority charged with managing and preserving Stone Mountain as a Confederate Memorial and public recreation area.
SMMA directly manages and maintains all public areas (including the Natural District which makes up two-thirds of the Park and includes the Mountain itself, roadways, and utilities), provides public safety services (including police and fire), and supports historical and educational programs.
SMMA has a long-term public/private partnership with Thrive Attraction Management, a private corporation, allowing Thrive to manage all commercial operations within the Park; lodging, attractions (including the Crossroads theme park), retail, and special events. Thrive has a management agreement with Crescent Hotels for management of Stone Mountain Park’s two hotels and golf courses.
Stone Mountain Park Fire Department is a surprisingly well-equipped all-hazards department. They usually run Rescue 1 (Ford Excursion specially equipped for patient transports off the top of the mountain or elsewhere) on EMS calls and Engine 2 (Type I engine on a 4-door FL80 chassis) on fire calls, but they also have at their disposal Engine 1 (F-Super Duty chassis with supply lines), Tanker 3 (a GMC commercial chassis with an exposed elliptical poly tank and 2 rear-mounted monitors that is equipped with Hi-Rail wheels to run as a road-rail vehicle on the railroad tracks), Engine 4 (6X6 Polaris ATV with pump and tank), Rescue 2 (Ford F800 4-door with a utility body that carries, among other things, a 2,000 foot rope capable of allowing rescuers to repel from the top of the mountain to the bottom), and Rescue 3 (F-350 crew cab pickup generally operated by the supervisor). The fire department also has two patient-transport-capable Polaris ATV's (Rescues 4 and 5). The fire station is generally staffed by 2 to 3 reserve firefighters (full time firefighters at other departments) from around 9 AM to midnight on high activity days; less during slow periods. SMPFD firefighters are assisted by SMP police officers, some who have limited EMS or fire training. DeKalb County Fire Rescue (usually Engine 11) responds to incidents in the park when SMPFD is not staffed (such as medical calls at the hotels in the middle of the night) or requires assistance.
The Police Chief is a licensed rotor wing pilot, and Stone Mountain Park Police use a helicopter (called "Helo 1" on the radio) stored at Briscoe Field in Lawrenceville over the park on busy weekends. There's a helipad on top of the Public Safety building on Hugh Howell Road, but the helo only lands there intermittently; it isn't actually based there full time.

Talkgroups
Talkgroup 31 is effectively primary operations at Crossroads. At each attraction, most staff have a Hytera analog conventional simplex radio (unknown frequencies) to communicate with the other staff at that particular attraction (one channel per attraction), while at least one staff member also carries a Motorola P25 trunked radio to communicate outside the attraction.
