System Notes

This is the city of Philadelphia's Project-25 Phase I radio system, which has replaced the former 3600 baud Smartzone system they had in service since the late 1990's

This system employs wide spread encryption on Fire and Police "tactical" channels, however, as of this time there are no plans to encrypt the routine "district" channels.

The system was built out using a Phase II capable backbone, however, the current Motorola APX series radios in use throughout the city's agencies are NOT flashed for Phase II operation, which means the radios are incapable of Phase II operation. Current radios being used include APX-6000XE portables for fire and EMS, APX-6000 portables for police, and APX-900 portables for some miscellaneous city agencies. The former XTS-3000 and XTS-5000 portables have all been replaced for front-line use, with many of them already auctioned off by the city.

Future plans call for 2 underground "sites" to be added. One along the Broad Street Line subway and the other along the Market-Frankford Line subway.

Simulcast zone 1 (site 3) is the primary system for fire and other city agencies. Simulcast zone 2 (site 4) is the primary system for the police department. The citywide police (J. M. T) bands and the fire dispatch channels are carried on both simulcasts.
