Elkton would be a good ways up in the next county.Given the references in radio chatter to FCI Compound and FSL Compound, and the fact that FCI stands for Federal Correctional Institution and FSL stands for Federal Satellite Low, I believe this system is FCI Elkton, Columbiana County Ohio.
