市民からの110番通報を受け付け、必要な手配や指令を迅速かつ的確に行うため、都道府県警察本部に通信指令システムを整備しています。
110番通報は、110番受付台で受け付けられます。その後、通報者から状況の聴取を行うとともに、地図表示システムや発信地表示システム等を利用して現場の特定を行います。
このとき、無線指令台では通報内容をモニタしており、パトカーの現在位置等を表示するカーロケータシステムを使用して、現場に最も近いパトカーを無線の指令によって急行させます。このように、通信指令システムは各種システムを有機的に結合することにより、迅速かつ円滑な業務の遂行に貢献しています。
Incoming 110 calls are routed to the nearest metropolitan communications center, or district police station, where a highly trained communications operator will quickly assess the situation, and determine the correct level of service that is required. The precise location of the incident is determined by using advanced mapping systems, which can locate a caller from any fixed or cellular telephone in a matter of seconds. Calls for emergency situations, where people’s lives are in danger, and crimes in progress are assigned the highest priority.
The 110 call information is routed to the correct zone dispatcher, whom in turn will locate the closest police vehicle in the vicinity of the emergency, by using an advanced satellite tracking and mapping system. The call will be displayed on the mobile data computer, and will be acknowledged by the officers that are requested to respond. If additional emergency response forces are needed from the fire and ambulance services, they will be notified accordingly by rapid electronic data transfer.
This highly sophisticated, seamless state-of-the-art automated dispatching technology, allows for the quick and immediate response by the National Police Force to all incidents large or small. Backed by redundant terrestrial microwave and satellite links, this system is designed to withstand the severest of earthquakes and typhoons. Moreover, this advanced network allows for rapid data and voice, end-to-end communications across the entire country; thus, ensuring the safety of all citizens during times of crises.
